Council may plump for $51.6m hybrid option

The budget for Ashburton council’s civic building and library may be set at $51.6m.
That is one of the recommendations to go before an extraordinary meeting of council on Thursday.
Other recommendations are that a hybrid version be built, with the library floor area to be 2450m2, confirming that only the emergency operations centre (in the building) be built to IL4 standard, with the rest IL3 standard, providing a ”dedicated fiscal envelope of $m for the provision of environmentally sustainable design features”, and including laminated timber in the design.
It is also recommended the budget be $51.6m, including a 10% contingency and 5% allowance for escalation.
Councillors will discuss the recommendation tomorrow.
The recommendations from staff follow a hearing of submissions.
Council received 169 submissions, with many favouring options one and two – council’s preferred option and the ”don more” option.
If it goes ahead as planned, it will be the biggest project in the council’s history.
